The invention discloses a toilet seat pre-flushing device. The toilet seat pre-flushing device is mounted inside a toilet seat and comprises a first shaft, a second shaft, a water inlet pipe, a water outlet pipe and a water storage pipe, wherein the two ends of the first shaft penetrate through a pair of first gears; the two sides of the second shaft penetrate through a pair of second gears engaged with the pair of first gears, and the two ends of the second shaft penetrate through a pair of spools; first one-way valves are mounted on a pair of second water outlets at the two ends of the water inlet pipe; a nozzle is arranged on the water outlet pipe, a pair of third water inlets is formed in the upper parts of the two sides of the outer ring of the water outlet pipe and second one-way valves are mounted on the pair of third water inlets; a piston is mounted inside the water storage pipe; the piston is driven by an elastic component to move back and forth along the inner wall of the water storage pipe and the elastic component is curled on the spools. According to the toilet seat pre-flushing device, the gears are engaged with each other to drive the piston to move, and therefore, automatic water storage and water injection after compression are realized; a liquid film is formed in the toilet, the inner wall of the toilet is kept wet to prevent the attachment of foulant; as a result, the quantity of the flushing water used is reduced and the goal of saving water is achieved.
