The invention provides a steel slag powder water stabilized base material. The raw materials include a dry material and water. The dry material comprises the following components: 3-4wt% of cement, 13-26wt% of steel slag powder, and 70-84wt% of gravel. An appropriate amount of water is added. The invention also discloses a preparation method and application of the steel slag powder water stabilized base material. According to the steel slag powder water stabilized base material and its preparation method provided by the invention, the water stabilized base material are improved, and new utilization ways for steel slag are opened up. The material has good slab entirety, high early strength, crack resistance, and strong deformation resistance, all the performance indicators are in line with the requirements of relevant standards, and the steel slag powder as industrial solid waste is employed to serve as the fine aggregate in the water stabilized base material, thus turning waste into treasure, protecting the environment, and serving multiple purposes.
