The invention discloses a piezoelectric driving element, multilayer lead-free piezoelectric ceramic and a preparation method of the piezoelectric ceramic. The method comprises the following steps: mixing KOH and NaOH and controlling alkali concentration at 5-7mol/L, adding 18-22g of Nb2O3 powder to 1L of the mixed alkali solution so as to obtain a mixed raw material, and forming KNN powder of perovskite phase by virtue of hydro-thermal synthesis; weighing the KNN powder, 3-8wt% of LiCO3, 5-10wt% of Ta2O5 and 1-5wt% of Sb2O3, adding the materials to an organic solvent, mixing and ball-milling so as to obtain piezoelectric ceramic slurry, and then preparing a raw piezoelectric ceramic film and printing a silver-palladium internal electrode; dumping and carrying out low-temperature co-firing so as to obtain the multilayer lead-free piezoelectric ceramic (Na0.5KxLi0.5-x) (Nb0.9TaySb0.1-y)O3, wherein x ranges from 0.1 to 0.4 and y ranges from 0.01 to 0.09. The preparation method disclosed by the invention is simple in process and capable of realizing the low-temperature co-firing, and the formed piezoelectric ceramic is good in piezoelectric property; and the multilayer piezoelectric driving element prepared from the piezoelectric ceramic is high in piezoelectric constant, and low-voltage large-displacement driving can be realized.
