The invention relates to a steel ladle working layer composite precast block and a preparation method thereof. The composite precast block comprises a working layer face and a non-working layer face which are formed by compound casting. The raw materials of the non-working layer face comprise 25% to 50% steel ladle working layer precast block recycled broken materials by weight. Compound casting is carried out on the working layer face and the non-working layer face added with the steel ladle working layer precast block recycled broken materials. The problem of shortage of raw material resources of the steel ladle working layer precast block is solved, the overall manufacturing cost is reduced, and meanwhile the problem that the environment is polluted after a box wall is wasted is effectively solved.
