The invention discloses a fixed rain-proof steel shutter and a manufacturing method thereof. The fixed rain-proof steel shutter comprises a frame body, blades and reinforcing tubes. The frame body comprises a left vertical frame, a right vertical frame, an upper horizontal frame and a lower horizontal frame. Symmetrical core-pulling rivet holes are formed in the left vertical frame and the right vertical frame. The blades comprise a plurality of conventional blades and one bottom layer blade, the bottom layer blade is arranged under the conventional blades, and core-pulling rivet holes are formed both in the mounting planes of the conventional blades and the mounting plane of the bottom layer blade. The reinforcing tubes comprise rectangular steel tubes and pieces shaped like a Chinese character 'ji', and the pieces shaped like the Chinese character 'ji' are arranged at the two ends of each rectangular steel tube. The blades are fixedly arranged in the frame body through core-pulling rivets, the lower plane of the bottom layer blade stretches out of the lower horizontal frame, and the rectangular steel tubes are fixedly arranged in the middle of the frame body through the pieces shaped like the Chinese character 'ji'.
