The invention discloses a method for preparing steel slag cement. The steel slag cement comprises the following raw materials in percentage by weight: 80-95% of a cement raw meal and 5-20% of steel slag, wherein the cement raw meal is ordinary Portland cement raw material and the particle size of the steel slag is 5mm-30mm. The method comprises the following steps of feeding steel slag into a cement rotary kiln from an opening additionally formed in the kiln tail end, far away from fire, of the cement rotary kiln, calcining steel slag in the cement rotary kiln, enabling the steel slag to gradually move towards a close-to-fire end inside the cement rotary kiln, partially melting the steel slag and mixing the steel slag and other raw materials. The steel slag cement prepared by the method is low in cost and high in quality.
