The invention discloses a composite permeability bonding agent for a building outside wall and a preparation method and application thereof. The composite permeability bonding agent comprises 400-600 parts of silica powder and 400-600 parts of a mixture consisting of silicate cement with the fineness of 2500-3500 meshes, silicate cement with the fineness of 200 meshes, an ultramicro building material highly-efficient additive and ordinary silicate cement. The invention further discloses a preparation method of the composite permeability bonding agent and the application of the composite permeability bonding agent as a bonding agent for a building outside wall insulation board. The composite permeability bonding agent for the building outside wall disclosed by the invention has excellent bonding performance and insulation performance, is low in water absorption rate and high in fire resistance, and can effectively improve the anti-aging performance of the insulation board.
