The invention relates to an obstacle-surmounting mechanism for suckers of washing and sweeping vehicles and a washing and sweeping vehicle. The obstacle-surmounting mechanism comprises a sliding shoe plate and an elastic structure, wherein the sliding shoe plate is fixedly connected with the front end of a sucker, the joint between the side facing the advancing direction of the washing and sweeping vehicle and the side facing the ground on the sliding shoe plate is arc-shaped connection, the sucker is rotatably connected with a sucker bracket, the sucker bracket is fixedly connected with a chassis girder, one end of the elastic structure is fixed on a subframe, the other end of the elastic structure is connected with the front end of the top of the sucker, and when the sucker encounters an obstacle, the elastic structure can drive the sucker to move upward. Since the sliding shoe plate is mounted at the front end of the sidewall of the sucker and the elastic structure is mounted at the top of the sucker, when the washing and sweeping vehicle runs forward and encounters an obstacle, the obstacle can slide along the circular arc of the sliding shoe plate, the sucker can move upward because of the elastic structure, and consequently, not only can the sucker be prevented from rigidly colliding with the obstacle, but also shock can be absorbed; the mechanism is simple and highly effective.
