The turbine-worm speed reducing mechanism is fixed at the top of the supporting shaft, a turbine shaft is coaxially connected with another rotating shaft of the upper sleeve, a worm shaft is a manual operating portion, the head of the rotating shaft is a crossed arc-shaped body to form a connecting head, the connecting head is a straight line in the vertical direction, two bolt holes are formed in two ends of the straight line, the connecting head is a semi-arc, diameter of the connecting head is equal to outer diameter of the upper sleeve, two bolt holes are formed in two ends of the connecting head, and the rotating shaft is fixed on the upper sleeve through four bolts.
