The invention discloses a process for preparing a cement inorganic reinforcing agent. The process is characterized by comprising the following steps: proportioning, namely, mixing 70% of aluminum slag, 10% of each of silicon sludge and carbide slag and 10% of wet-discharged fly-ash; mixing and briquetting, namely, feeding proportioned various waste slag into a stirring device for uniformly stirring and conveying to an automatic briquetting machine for preparing briquettes; warehousing, drying and aging, namely, aging and drying the prepared briquettes, wherein the functions of the aging are to firstly, evaporate free water in spheres so that the roasting energy consumption is saved and secondly, fully hydrate and evaporate various components inside the spheres to remove glycol so that a certain amount of tricalcium aluminate is formed; roasting, namely, crushing the spheres and feeding the crushed spheres into a drying machine for drying and roasting, wherein the temperature inside the drying machine is controlled at 300-350 DEG C; and cooling, namely, placing the roasted substances inside a storage warehouse and cooling. The inorganic reinforcing agent can be produced from industrial wastes through a certain production process and is used for replacing clinker in the production of cement so as to achieve the purposes that the energy conservation and emission reduction are realized and the benefits are improved.
