The invention relates to a wave-transparent metamaterial, preparation methods for a ceramic dielectric substrate and a slurry of the metamaterial. The preparation method of the slurry comprises: mixing a quartz ceramic powder and a silica serial glass powder according to a certain ratio, wherein the content of the quartz ceramic powder is 30-85 wt%, and the content of the silica serial glass powder is 15-70 wt%. The ceramic dielectric substrate manufactured according to the preparation method possesses low-temperature sintering characteristic and high mechanical strength, and also possesses relatively low dielectric constant and dielectric loss.
