The invention provides a culvert waterflooding emergency guardrail. The culvert waterflooding emergency guardrail is characterized in that water level sensors (2) are arranged in different heights at the top and bottom of a road culvert (1); an electric emergency guardrail (3) is arranged on the top part of the culvert; the water level sensors (2) are used for continuously monitoring the water level of the culvert (1); when monitoring that the water level is in a dangerous state, the electric emergency guardrail (3) slowly lowers down at a constant speed to be used as a climbing guardrail; a reminding device (4) is arranged on the top part of the culvert to be used for generating alarming information in case of dangerous case in a form of voice or LED light; the electric emergency guardrail (3) is used for automatically adjusting the rescuing height according to the water depth; a remote transmission module (5) is used for sending related information to a specified remote management center in case of dangerous case. With the adoption of the culvert waterflooding emergency guardrail, the waterflooding of the culvert can be monitored on real time, the reminding information can be sent timely in case of dangerous case, and therefore, the drowning accident can be prevented.
