The invention relates to a composite-phase transparent ceramic for white light LED (light-emitting diode) fluorescence conversion and a preparation method thereof. The composite-phase transparent ceramic is composed of a first crystalline phase (CexPryY[1-x-y])3(CrzAl[1-z])5O12 and a second crystalline phase Al2O3, wherein 0.0001<=x<=0.01, 0<=y<=0.01, 0<=z<=0.01; and the volume of the second phase Al2O3 is controlled within 0.1-30% of the total volume. When the composite-phase transparent fluorescence ceramic is excited by a blue light LED, yellow light and red light generated by the ceramic and permeating blue light are mixed into high-quality white light. The composite-phase transparent ceramic has the advantages of high light emitting efficiency, stable color rendering index, stable physicochemical properties, low cost and the like.
