The invention discloses a static drill rooted pile plane displacement control tool and method. The tool comprises two distance detecting rulers. Each distance detecting ruler is provided with a vertical positioning detecting ruler and a vertical direction detecting ruler. Each distance detecting ruler is located on the three-point straight line formed by the corresponding positioning detecting ruler and the corresponding direction detecting ruler of the distance detecting ruler and a pile position. The positioning detecting rulers are provided with center positioning marks. The distance detecting rulers are provided with positioning scales including drill rod positioning marks, bamboo joint pile positioning marks and polished pile positioning marks. The static drill rooted pile plane displacement control method is simple and efficient, in the static drill rooted pile quality control process, the plane displacement of a pile can be controlled without data calculation, the purpose of controlling the plane displacement of the pile can be achieved as long as the two sides of the pile are attached to the distance detecting rulers, and therefore the construction quality of the static drill rooted pile is guaranteed.
