The invention discloses a rainwater collecting and irrigating device. The rainwater collecting and irrigating device comprises a rainwater collector and a turnover mechanism. The rainwater collector comprises a rainwater collecting portion and a first water outlet pipe, wherein the first water outlet pipe is located below the rainwater collecting portion. The turnover mechanism is located below the rainwater collector and comprises a rotating shaft, a turnover water receiving body and a limiting body. The turnover water receiving body is rotatably arranged on the rotation shaft and is provided with a first water receiving groove and a second water receiving groove. The limiting body is provided with a first limiting portion and a second limiting portion. When the turnover water receiving device abuts against the first limiting portion, rainwater in the first water receiving groove flows out, and rainwater retaining space is formed by the second water receiving groove and retains water in the first water outlet pipe. When the turnover water receiving device abuts against the second limiting portion, water in the second water receiving groove flows out, rainwater retaining space is formed by the first water receiving groove and retains water in the first water outlet pipe. The rainwater collecting and irrigating device can irrigate flowers, grass, vegetables and other crops.
