The invention discloses an easy-to-transport assemble-type emergency treatment device capable of being rapidly assembled and applied and a method applied to sudden water pollution. The emergency treatment device comprises a floating mat, a fiber adsorption curtain, a curtain retractable device, an oscillation transmission device, a chain, a filter bag and a driving device, wherein the curtain retractable device comprises an optical axis support frame, a support shaft, a support frame and a cross beam; the oscillation transmission device comprises a transmission chain wheel, a crank-link mechanism, an upper-layer profile frame, a top-layer power frame and a bottom-layer swing frame; the chain mounted with the filter bag in a suspending manner is connected with the bottom-layer swing frame and the upper-layer profile frame is fixed on the floating mat by virtue of a connector; and the driving device is used for transmitting the power to the crank-link mechanism by virtue of the transmission chain wheel. The emergency treatment device can be used for storage and transportation of emergency disposal supplies and solving the problems the existing sudden pollution emergency disposal is low in work efficiency and is difficult to adapt to excess-water and large-flow-velocity field conditions.
