The invention discloses a heat preserving and insulating material. The heat preserving and insulating material comprises the following components in parts by weight: 20-30 parts of common portland cement, 40-60 parts of diatomite, 5-15 parts of negative ion powder for building, 10-20 parts of urea formaldehyde resin, 1-3 parts of basalt fiber and 0.2-0.8 part of sodium lauryl sulfate. The heat preserving and insulating material disclosed by the invention has good heat preserving and heat insulating effects and is capable of durably releasing negative ions.
