The invention relates to a surface layer-reinforced and waterproof heavy-axle load heavy-haul railway subgrade bed structure, which is applicable to heavy-haul railway subgrades with the ballast bed thickness of 0.35m under a heavy axle load condition, and while having the characteristics of high strength, small deformation, high stability and durability and the like, the surface layer-reinforced and waterproof heavy-axle load heavy-haul railway subgrade bed structure also has a comprehensive waterproof function, and thereby can effectively control the moisture content of filled soil within the range of a subgrade bed, thus ensuring the strength of subgrade filler and the high smoothness, stability and durability of a railway structure. The subgrade bed structure, which fills upon an embankment or subgrade bed replacement layer bottom undisturbed subgrade soil layer, comprises a subgrade bed bottom layer and a reinforcing subgrade bed surface layer which are filled sequentially from the bottom up, the thickness of the subgrade bed bottom layer is 1m, the thickness of the reinforcing subgrade bed surface layer is 0.15m, bituminous concrete material is adopted for filling, a permeability coefficient k is less than or equal to 10cm/s, bending and tensile strength RB is greater than or equal to 4Mpa, the freeze-thaw splitting strength ratio TSR is greater than or equal to 70 percent, the standard Marshall stability MS is greater than or equal to 5kN.
