The invention relates to a positioning measurement device for a high speed railway CRTSIII-type track plate. The requirements of a prefabricated track plate on the size and the position of a support rail bed are extremely high, and the central position of the support rail bed cannot be quickly positioned through a current measurement method. The positioning measurement device comprises a base plate, wherein guide conical columns which extend downwards are arranged on the left and right sides of the transverse direction of a plate surface and are inserted into measurement holes in a support rail surface; a spherical prism is arranged at the position, corresponding to a central point of a connecting line of two measurement holes, in the center of the base plate; an adjustment positioning block is arranged at the bottom, corresponding to the position, of the base plate; knife edge assemblies used for abutting against the jaw surface of a blocking shoulder of the support rail bed are symmetrically arranged on the front and rear sides of one end of the transverse direction of the base plate; a transverse adjustment assembly used for abutting against the jaw surface of the blocking shoulder of the support rail bed is arranged at the middle position of the other end of the transverse direction of the base plate. According to the positioning measurement device, the positioning speed of the central position of the support rail bed of the track plate is greatly increased, the whole positioning mode of the device can be adjusted according to the inclination of the support rail surface, positioning is reliable and quick, and the working efficiency is improved.
