The present invention provides a seabed reef structure having an artificial kelp, consisting of a buoyant body, an artificial kelp, a shackle fixing body and a base (or rivet), wherein the buoyant body is arranged at the upper part, is connected with the artificial kelp which is arranged at the central part and has indefinite length, and is connected with the shackle fixing body downwards, wherein shackles in the shackle fixing body hook more than one loops on the base or loops of the rivet, in this way, the combination of the artificial kelp and the base or the rivet with three layers of bodies can achieve the effect of coast sand hindrance, can prevent coast sea sand from running off or being hollowed out and eroded, and aims to prevent retrograding of coast and prevent bottoms of bridge piers, dams, armor blocks and the like from being hollowed out.
