The invention discloses a seaborne wind turbine generator caisson foundation structure and a construction method thereof. The seaborne wind turbine generator caisson foundation structure comprises a caisson, a solid filler and a pulp raising rock block foundation bed, wherein the solid filler is arranged inside the caisson, and the pulp raising rock block foundation bed is arranged at the bottom of the caisson. The construction method comprises the following steps: A, prefabricating the reinforced concrete caisson in a precast yard, after water or solid is used for ballasting, retaining the stability in water under a floating condition; B, floating the caisson to the machine position of an overwater wind turbine generator, and controlling watering sinking installation through a valve; C, refilling the solid filler inside the caisson after the installation; D, raising pulp inside the pulp raising rock block foundation bed. According to the seaborne wind turbine generator caisson foundation structure and the construction method thereof disclosed by the invention, the caisson is utilized as the foundation of the overwater wind turbine generator; compared with a traditional gravity type wind turbine generator foundation, large-scale hanging ships do not need to be installed and constructed, so that the dependency of seaborne wind turbine generator construction on the large-scale hanging ships is reduced, and sedimentation in the using period of the foundation is reduced through the pulp raising treatment for the rock block foundation bed.
