The invention belongs to the technical field of constructional engineering, and particularly relates to a novel totally-closed water stopping system for a water-rich stratum foundation pit and a construction method of the novel totally-closed water stopping system. According to a totally-closed water stopping technique, a suspended water-stopping curtain is adopted as the lateral wall of the foundation pit; a horizontally sealed artificial water-resisting layer is adopted as the bottom of the foundation pit; the totally-closed water stopping system is formed by the suspended water-stopping curtain on the lateral wall and the horizontally sealed artificial water-resisting layer; no hydraulic connection is formed between the underground water within the range of the foundation pit and the underground water out of the pit; and the underground water in the foundation pit becomes static water. A totally-closed foundation pit with an excellent structure is provided by reasonably setting various construction parameters and various structure parameters; the construction method is simple; shortage of underground water resources due to the fact that the underground water resources are destroyed by a large amount of rainfall inside and outside the foundation pit when no a water-resisting layer foundation pit is constructed at the bottom of the foundation pit in a water-rich area at present is solved; the underwater resources are protected; and the novel totally-closed water stopping system has relatively important significance in spring water protection of the spring city.
