The invention discloses a buoyancy concrete synthetic material. The buoyancy concrete synthetic material can be applied to ocean development for land reclamation on the sea water surface. The buoyancy concrete synthetic material is a hard novel synthetic building material formed by adding water to cement (1), an adhesive (2) and a light filling material (3), mixing and solidifying. The material can be floated on the water surface because the specific gravity of the material is smaller than that of water. The buoyancy concrete synthetic material is hard to oxidize and is flame-retardant; each kind and shape of the building construction object can be built under the effect of a template mould. A base floating block object is a material filled in the bottommost layer of the sea water. The materials are encapsulated on a shell made of the epoxy resin fiberglass material and are solidified to form a hard, waterproof and permanent buoyancy-lift blocky building material synthesized by the base buoyancy concrete. An empty case, a hollow core charging bag (5) and a foam plastic filling material (6) are added in the buoyancy concrete synthetic material, so that the lift force is increased and the cost is saved.
