The invention relates a high-strength high-wear-resisting cement-based material and a preparation method thereof. The high-strength high-wear-resistant cement-based material is prepared from the following raw materials in parts by weight: 1 part of silicate cement, 0.15-0.25 part of a high-activity admixture, 0.2-0.3 part of an ultrafine wear-resisting admixture, 0.3-0.4 part of wear-resisting powder, 1.0-1.5 parts of wear-resisting aggregates, 0.01-0.02 part of a high-performance water reducer, 0.15-0.25 part of steel fibers and 0.22-0.28 part of water. The wear resistance of the cement-based material is hugely improved, and meanwhile, the compressive strength and bending strength can be enhanced to a relatively great extent.
