The invention discloses a flag hanging and lifting device. A cylindrical slide block (3) capable of vertically sliding along the inner wall of a cylindrical flag pole (1) is mounted in the cylindrical flag pole (1); a section of slot consistent with the cylindrical flag pole (1) in direction is formed in one side of the cylindrical flag pole (1); the cylindrical slide block (3) is connected with a connecting rod (11) extending outside from the slot; a flag hanging frame is fixed at the outer end of the connecting rod (11); an inner pulley (5) is mounted on the inner wall of the cylindrical flag pole (1); an outer pulley (4) is mounted at the upper end of the cylindrical flag pole (1); and the flag hanging and lifting device further comprises a lifting rope (6) bypassed through the inner pulley (5) and the outer pulley (4) in sequence and connected with the cylindrical slide block (3) at one end. The flag hanging and lifting device uses the pulley mechanism and the cylindrical slide block capable of vertically sliding on the inner wall of the cylindrical flag pole for driving the lifting of the flag hanging frame, and is more flexible and labor-saving in operation.
