The invention aims at providing an oil slick dynamic balance collecting device. According to the technical scheme, the oil slick dynamic balance collecting device is composed of an oil dirt collecting container, a buoyancy balance mechanism, a sealing part, a drainage device and a drainage pump. A telescopic sealing cavity is formed in the oil dirt collecting container, and a suction channel and multiple drainage ports are formed in the buoyancy balance mechanism. The device is applied to an overflow flow collection oil slick and floating dirt collecting method for vertically arranging an oil dirt collecting barrel on the water surface, an original straight barrel collecting device is transformed, and a transformed conical buoyancy balance mechanism can better float on the water surface so as to collect oil dirt on the water surface.
