A water garbage smasher comprises an enclosure, a cover, a motor and a cutter. The enclosure is made of hollow aluminum board materials and integrally of circular shell structure, the cover is arranged at the top of the enclosure, and a solar cell panel is paved on the cover. The side of the enclosure is provided with a water through hole, a motor is mounted on the inner side of the water through hole, a rotary shaft of the motor is connected with the cutter, and the cutter is mounted in the position of the water through hole; the motor is connected with a storage battery, and the storage battery is connected with the solar cell panel; a floating plate is attached on the lower surface of the top cover.
