The invention provides a cantilever cross-over type multifunctional moving balcony. The moving balcony is characterized by being formed by two or more columns of moving platforms which are arranged on the outer walls of a multi-layer building, operate in the vertical direction of the building in a reciprocating mode, and have the functions of high-rise escape, building heat preservation and insulation and plant plantation. The two columns of the moving platforms form one pair, stride over a roof and are connected into one through pulleys and ropes. The moving platforms are arranged on the outer walls of the two sides of a building, move synchronously and vertically in a reciprocating mode in the opposite directions and serve as balance weights of one another. The number of layers of the moving platforms (8) in each column is equal to the result obtained by subtracting one from the number of floors, the spacing distance between every two moving platforms is equal to the height of each floor, the moving platforms are hung on vertical guide rails (6) through track wheels (7), the vertical guide rails (6) are fixed to the outer walls of the two sides of the building (2), and the moving platforms (8) in each column are hung and connected in series together through the ropes (5).
