The invention provides a composite sleeper with insulation skirt edges. The composite sleeper is characterized in that a sleeper body and filling parts are included, a plurality of through holes are formed in the sleeper body in the length direction, and the filling parts are arranged in the through holes; the downwards-bent insulation skirt edges are arranged around the sleeper body, and an outwards-protruding pull-out preventing inclined face is arranged on the lower portion of the sleeper body. Insulation skirts are arranged around the outer portion of the sleeper, and made of materials identical to those of the body, and the insulation skirts and the body are formed in a mold together. Due to the fact that creepage and electric leakage happening to the outer surface of a traditional sleeper are caused by dirt which falls and is deposited on the surface of the sleeper, the insulation skirt edges are bent downwards, grooves are formed by the insulation skirt edges and the side faces of the sleeper, the downward grooves can effectively prevent the dirt from being stacked in the grooves, a creepage path is blocked, and a barrier for generating stray currents is formed by the insulation skirt edges and the body with excellent insulation performance together.
