When whether the maximum difference value of the pressure values of the jacks on various points is within the set range or not is judged, a plurality of stair difference values are set so that judgment can be performed step by step, the cable force of various inhaul cables is adjusted gradually, and therefore the inhaul cables can reach the target force value gradually, and time and labor are saved.
