The invention discloses a dual-ring water stopping drainage tube which comprises a straight steel tube. A thread for being connected with a screw thread plug is turned at the first end of the straight steel tube, the second end of the straight steel tube is sleeved with a round support, the plane where a tube opening in the second end of the straight steel tube is located and the bottom face of the round support are located in the same plane, the straight steel tube and the round support are concentric, the middle of the straight steel tube is sleeved with a round water stopping ring, the straight steel tube and the water stopping ring are concentric, the water stopping ring is parallel to the round support, and the diameter of the water stopping ring is smaller than that of the round support. The invention further discloses a drainage precipitation construction method adopting the dual-ring water stopping drainage tube. Construction of a cellar structure bottom plate is completed through the steps of round plash arranging, concrete cushion layer construction, dual-ring water stopping drainage tube placement, waterproof roll laying, structure bottom plate steel bar binding, concrete pouring and the like. The dual-ring water stopping drainage tube and the drainage precipitation construction method are wide in application range, easy to process and good in drainage and water drain effect, and have the advantages of being simple in construction, saving well point dewatering time and costs, being good in water prevention effect and little in water leakage hidden danger and the like.
