The present invention discloses a concrete or building mortar surface reinforcing agent and a concrete or building mortar surface reinforcing method. The concrete or building mortar surface reinforcing agent comprises, by weight, 5-95 parts of an organic polymer emulsion, 10-70 parts of a polar organic micromolecule emulsion, , and 0.05-0.1 part of a wetting agent. According to the present invention, after the concrete or building mortar surface reinforcing agent is coated on the concrete or building mortar surface, the reinforcing agent can penetrate into the concrete or building mortar, such that the free calcium hydroxide and the polar organic micromolecule can react to generate the gel so as to make the concrete or building mortar surface layer compact and firm.
