The technical scheme is that a gasoline engine, a transmission mechanism and an output mechanism are fixed on a rotating frame, wherein the gasoline engine is provided with a clutch; the rotating frame is connected with an underframe through a plane bearing and clamped in a limiting manner and positioned by a positioning pin; the plane bearing also can be other bearings; the underframe is provided with a dual-edge traveling wheel and fixed with a flexible mechanism through an insulating padding plate; a single-edge traveling wheel is mounted at one end of the flexible mechanism; the power of the gasoline engine is provided to a tamping mechanism through the clutch, the transmission mechanism and the output mechanism to compact the railway ballast; when station adjustment is required for changing the tampering direction, the positioning pin is pulled out to ensure that the rotating frame rotates 180 degrees on the underframe and then is inserted, positioned and clamped in a limiting manner.
