The invention discloses an electromagnetic and sound-stealth multifunctional composite anode material for cathodic corrosion control of a steel-concrete structure and a preparation method and application of the multifunctional composite anode material. The multifunctional composite anode material consists of an anode material and carbon nano paper laid on the anode material, wherein the anode material is prepared from polyacrylamide, smectite, water, methyl cellulose, polyvinylpyrrolidone and a carbon-based material. According to the multifunctional composite anode material, ion electrons are utilized for co-conduction to realize the electric conductivity, the resistivity is 2.247 omega/m; a relatively high electromagnetic shielding efficiency is achieved in the frequency of 3.22-18 GHz, is basically 50 dB or above and can reach the highest value of 100 dB; in the frequency of 560 Hz, a relatively big sound-absorbing coefficient is achieved for sound absorption, and the sound-absorbing coefficient is relatively low in other frequencies; all the raw materials required for preparation can be easily acquired; the preparation method and required instruments are easy to implement.
