The invention discloses a composite phase-change insulation board and a preparation method. The preparation method comprises steps as follows: components including, in percentage by weight, 3%-5% of a phase change energy-storing composite material, 25%-30% of cement, 15%-17% of coal ash, 0.4%-1.0% of a water reducer, 0.02%-0.05% of a foaming agent and the balance of water are weighed, mixed and stirred to a flowing slurry state, slurry is poured into a mold for foaming, and the composite phase-change insulation board is obtained through natural curing. According to the composite phase-change insulation board, the phase change energy-storing composite material is taken as a raw material, and the prepared insulation board has high energy storage density, high energy storage capability, constant temperature, excellent flame retardancy and low heat conductivity coefficient.
