The invention discloses an application method of a device for keeping dowel bars on concrete pavements horizontal. The application method comprises installation steps and disassembly steps of the device for keeping dowel bars on concrete pavements horizontal. The device comprises a locating rack, dowel bars, sleeves sleeving the outer sides of the dowel bars, and locating mechanisms used for locating the dowel bars and the sleeves, wherein the locating rack comprises a baseboard and a coaming fixedly connected with the baseboard; the baseboard and the coaming are matched to form a groove; a plurality of guiding through holes are uniformly distributed in the baseboard; the locating mechanisms comprise a plurality of bosses uniformly distributed in the groove and fixedly connected with the baseboard; a locating plate is arranged at the front part of the bosses; clamping components are arranged on the bosses and the locating plate. The device can keep dowel bars horizontal and guarantee the space between dowel bars, thereby strengthening the force-bearing performance of concrete pavements and prolonging the service life of concrete pavements.
