The invention discloses a heat preserving and sound insulation wall of a building. The heat preserving and sound insulation wall comprises a heat preserving layer, a fireproofing layer, a phenolic resin layer, a first grid cloth layer, a second grid cloth layer, a sound insulation layer and a spraying layer, wherein the first grid cloth layer is arranged between the fireproofing layer and the phenolic resin layer; the second grid cloth layer is arranged between the phenolic resin layer and the sound insulation layer; a plurality of grooves are formed in two side surfaces of the phenolic resin layer; a plurality of cubic cavities are formed in the phenolic resin layer and the sound insulation layer; inorganic fiber spraying layers coat the inner walls of the cubic cavities; the cubic cavities are filled with inert gas; a high-flame-retardant polycarbonate composition is used as the main component of the fireproofing layer; the coating layers are manufactured from heat-resistant ABS resin. The wall is high in heat preserving performance, fireproofing performance and sound insulation performance, and has the flame retardant performance; the outer layer is difficult to fall off; meanwhile, the strength and toughness are improved.
