The invention provides cement-emulsified asphalt mortar being controllable in setting and hardening time and a preparation method thereof. The cement-emulsified asphalt mortar includes following raw materials, by weight, 0.95-0.99 parts of cement, 0.35-1.8 parts of emulsified asphalt, 0.01-0.25 parts of aqueous epoxy emulsion, 0.01-0.15 parts of an aqueous epoxy curing agent, 1-2.5 parts of sand, 0.01-0.05 parts of an expansion agent, 0-0.4 parts of water, 0.001-0.01 parts of a defoaming agent, 0.005-0.01 parts of an air entraining agent and 0.0001-0.0003 parts of aluminum powder. The cement-emulsified asphalt mortar is strong in environment temperature adaptability, is controllable in setting time and is good in durability, and especially can be reduced greatly in the setting and hardening time when the environment temperature is low (5-10 DEG C), and can improve stability of construction quality.
