The invention relates to a natural polar ceramic material with high a piezoelectric voltage coefficient and a low pyroelectric coefficient. The method comprises mixing MgTiO3 and Bi12TiO20 with bonding agent for temperature-different sintering at 820-920 DEG C for 10 min-3 h, wherein the composition formula is xMgTiO3-Bi12TiO20 and x is 0.1-4. The natural polar ceramic material sintered from MgTiO3 and Bi12TiO20 obtains a relatively high piezoelectric strain constant of 12-18 pC/N, a relatively high electromechanical coupling coefficient of 8-10%, a relatively low dielectric constant of 48-58 , a relatively large piezoelectric voltage constant of g33(23-41*10-3Vm/N, a relatively low dielectric loss of 0.5-1% and a relatively small pyroelectric coefficient of 2.3-3.7*10-11 C*cm-2*k-1.
