The invention provides a hydraulic control system and engineering machinery having the hydraulic control system. The hydraulic control system comprises a first main oil pump, a windlass motor and balance valve set, a first multi-way valve and an oil supplementing pump, wherein the windlass motor and balance valve set comprises a first oil port and a second oil port; the first multi-way valve comprises an oil inlet, a first working oil port and a second working oil port; an oil outlet of the first main oil pump is communicated with the oil inlet of the first multi-way valve; the first working oil port of the first multi-way valve is communicated with the first oil port; the second working oil port of the first multi-way valve is communicated with the second oil port; and an oil outlet of the oil supplementing pump and the oil inlet of the first multi-way valve are selectively communicated or separated through a first oil way. The hydraulic control system can accelerate the lifting speed of a main windlass driven by a windlass motor. When the hydraulic control system is applied to such engineering machinery as a dynamic compactor, as a main windlass is driven through the hydraulic control system realizing multi-pump converging, the lifting speed of the main windlass is accelerated, and the operation efficiency is improved.
