The invention discloses a moisture preserving heat insulating cement concrete curing agent and a preparation method thereof, and relates to a cement concrete curing agent. The moisture preserving heat insulating cement concrete curing agent comprises the following components: 30%-60% of core shell hollow polymer particles, 1%-2% of an emulsion stabilizer, 2%-8% of a film forming assistant, 0-5% of a leveling agent, and balance of water. A foaming agent, an emulsifier and a foam stabilizer are added into the water, and stirred to obtain a foam inner core, the formed foam bubbles can be stable to suspend in the water, and an air inner core emulsion is obtained; hard monomers are added into the air inner core emulsion, so that the hard monomers are gathered on gas-liquid interface of foam, a water soluble initiator is added for emulsion polymerization, the foam stabilizer is added, an inner layer core shell hollow polymer particles emulsion is obtained, then soft hydrophilic monomers are added for polymerization to obtain a core shell hollow polymer particles emulsion with a soft outer shell, and the emulsion stabilizer, the film forming assistant and the leveling agent are added to obtain the moisture preserving heat insulating cement concrete curing agent with good moisture preserving heat insulating effect.
