The invention provides a magnesium oxychloride cement modifier and a preparation method and application thereof. The modifier comprises H3PO4 and/or silicone-acrylate emulsion; preferably, the modifier consists of the H3PO4 and the silicone-acrylate emulsion, wherein, the modifier comprises, by weight, 0.5 to 2 parts of H3PO4 and 0.5 to 5 parts of silicone-acrylate emulsion. The modifier has the advantage that water resisting property and early strength of cement are significantly improved.
