The invention relates to a slag powder modifier and a preparation method therefor. The slag powder modifier is prepared from the following three raw materials in percentage by weight: (3-15)% of ash superfine powder with the grain size being less than or equal to 3 microns obtained by a submicron level incinerator, (75-80)% of superfine slag micropowder with the grain size being less than or equal to 30 microns and (10-20)% of beta-hemihydrate gypsum. According to the slag powder modifier provided by the invention, (20-25)% of slag powder modifier and (75-80)% of S95-level slag powder are compounded, so that S105-level slag powder is obtained. The active index of the product is within (90-105)% within 7 days and (106-120)% within 8 days and exceeds the specified value of national standard, so that the market blank of the S105-level slag powder at home is filled.
