The conducting rails are connected with a power grid which is used for providing power for cars running on the road surface of the rails. The voltage output by conducting rails 4 is not lower than 1200 V, and the conducting rails are used for providing running power for a large number of various cars on the road. The insulation protecting covers cover the road surface, and water collecting pipes are arranged at the edges of the covers. Optical fiber data communication lines are erected below the insulation protecting covers, and the optical fiber data communication lines are connected with a wireless communication and transportation management base station and a communication and transportation networking optimization managing center. The with-cover light rail road has the advantages that the road and the rails are combined perfectly, running of road cars is not affected, and people can use a large number of rail small electric cars as new-generation communication media.
