The pipe network pressure-superposed water supply plant mainly comprises a flow stabilization tank, a negative pressure eliminator, a water pump, a control cabinet and the air pressure tank. The air pressure tank is mainly composed of a tank body and an air bag, and a water distribution pipe is arranged in the air pressure tank and stretches into the air bag for water filling so as to improve flow and avoid stagnant water; and a water outlet is additionally formed in a water outlet part of the air bag, internal circulation is formed between inlet water and outlet water in the air bag, and it is accordingly guaranteed that the quality of water in the air bag is excellent, and the possibility of accumulated water and the stagnant water in a normal system is eliminated. The control cabinet is used for detecting the water inlet pressure of the flow stabilization tank and the water outlet pressure of a water outlet header pipe, controlling the negative pressure eliminator to move in good time and eliminate the negative pressure, and controlling automatic starting, stopping, frequency conversion and switching of the water pump, number increase or decrease of working pumps and switching of small-flow energy-saving modes.
