The invention discloses a collecting gutter with reverse filtering and draining functions and a construction method. The collecting gutter comprises a gutter channel placed on a dam foundation face; the gutter channel is arranged in a dam enrockment, and the top part of the gutter channel is provided with a gutter cover plate; several draining holes are arranged on the gutter cover plate; a reverse filtering layer is arranged on the gutter cover plate; protecting layers coat outsides of the gutter channel, the gutter cover plate and the reverse filtering layer, and the protecting layer are closely leaned at the inside of the dam enrockment. The construction method includes the following steps: (1) foundation treatment; (2) installation of the collecting gutter; (3) pavement of the reverse filtering material; (4) filling of protective materials. Every structure of the collecting gutter can cast in situ or prefabricate; the construction is convenient and fast; meanwhile, water flow penetrated in the dam body can be effectively collected and conveyed through arranging the reverse filtering layer; furthermore, the flow penetration condition of an earth and rockfill dam is monitored in real time, and penetrated water flow is collected and treated; meanwhile, the collecting gutter can be effectively protected through the protecting layer.
