The invention discloses a cleaning and drawing device for a draining inspection well with accumulated water. The cleaning and drawing device comprises a cleaning and drawing head used for blocking collected mud, a mud storing room used for storing the mud, a piston used for extruding the mud and a connecting rod. The cleaning and drawing head can be used for drawing the mud in the inspection well through rotation of a blocking piece, a person steps a pedal of the piston with feet so that the mud in mud storing room can be extruded through a disc, a filtering net in the mud storing room can filter out most of water in the mud, and therefore the mud can be concentrated into sludge. The cleaning and drawing device is low in cost, cleaning and drawing can be conducted on the inspection well under the condition that water is constantly supplied, the size of the mud can be reduced, and the mud can be transported and processed conveniently.
