The cross arm connecting plates vertically penetrate a steel pipe main rod, the cross arm connecting plates are mutually parallel and perpendicular to a horizontal plane, the cross arm connecting plates are connected with the U-shaped cross arm mounting plates through one group of bolts, the U-shaped cross arm mounting plates are welded with a cross arm main pipe, and the cross arm main pipe is fixedly welded with a cross arm. The external inserted cross arm connecting device has the advantages that the cross arm connecting plates penetrate the steel pipe main rod, welding quantity is decreased, the problem of stress concentration of the cross arm is solved, the cross arm is firmer, higher in stability and not easy to bend and deform, and the strength of the cross arm is improved.
