The invention discloses a novel thermal-insulation heat-shielding composite material and a preparation method thereof. The novel thermal-insulation heat-shielding composite material comprises rubber powder polyphenylene granules, perlite granules, a silane coupling agent, an acrylic resin emulsion, brucite fibers and tourmaline. The preparation method comprises the following steps: weighing, mixing the rubber powder polyphenylene granules, perlite granules and brucite fibers with water, adding the silane coupling agent, and acrylic resin emulsion, mixing, finally adding the tourmaline and mixing. The rubber powder polyphenylene granules, perlite granules and brucite fibers have low heat conductivity coefficient, the silane coupling agent and acrylic resin emulsion can improve the binding strength and surface property among the materials, and the tourmaline can release anions, so the material has the functions of thermal insulation, heat shielding, purification and environmental protection and has wide application range.
