The invention relates to a shear wall hole lower concrete casting device and a shear wall hole lower concrete casting method, wherein the shear wall hole lower concrete casting device comprises a shear wall hole formwork assembly and a pipe body; the shear wall hole formwork assembly comprises a formwork erected in a shear wall hole and a support frame shored on the formwork; and the pipe body vertically penetrates through the formwork assembly and communicates an upper casting region and a lower casting region which are positioned at the shear wall hole. The shear wall hole lower concrete casting device and the shear wall hole lower concrete casting method have the advantages that concrete can be cast at the dead corners of the lower casting region through the pipe body; all regions of the lower part of the hole can be covered, so that no dead corner exist at the lower part of the shear wall hole; and the problem that the compactness of concrete of the lower casting region cannot be ensured through the shear wall through hole in the conventional formwork supporting system is solved.
